Collaborative Governance in Latin America: Challenges and Opportunities for the Extractive Industry
The extractive boom in Latin America emerged at the same time as a neoliberal governance framework. In theory, these policies aim to ensure the smooth functioning of market transactions. In practice, however, there is a significant disconnect between decision-makers and locally impacted communities.
The sector relies, for the most part, on technocratic decision making at the very top, which prioritizes efficiency in the market. A conflict arises when this decision making fails to take into consideration the needs and expertise of locally impacted communities. This has led, in Latin America as in other part of the world, to populist backlash, and a strain on the entire governance framework. It has become apparent that the policy and political systems in place are not equipped to handle the major challenges the sector is facing.
